The Department was established on October 30, 2013 as the Department of Mobilization, Organizational and Staffing, Personnel and Defense Planning. The first staff of the department consisted of 11 academic staff (5 of them were officers, 6 were employees of the Armed Forces of Ukraine) and auxiliary staff (2 people). In 2014, the staff of the department began educational activities to improve the skills of district (city) military commissars. In 2015, the training of non-commissioned officers with higher education and their subsequent appointment to officer positions with the rank of junior lieutenant was started. Since 2016, the department has been providing advanced training for specialists in organizational and staffing, accounting and conscription work, military accounting and reservation, mobilization work of military units, mobilization and personnel work, and training of officers recruited for military service under a contract from the reserve in the areas of the department's activities. In 2017, the department started training officers of personnel bodies, officers of the operational reserve (OR-1, OR-2), operators of the USRV (USRPVR), and specialists in personnel records. In 2018, the training of non-commissioned officers on the organization and conduct of staffing activities for non-commissioned officers, advanced training of specialists of military commissariats (TCC and SP) on territorial defense, and optional training of cadets in personnel work began. Since 2020, students have been trained under the reserve officer training program in the specialty “Career Management and Personnel Records”. In 2021, the company launched distance learning courses on registration and recruitment, human resources, and personnel records. Since 2022, a distance course on wartime personnel accounting has been conducted. On November 30, 2022, the department was renamed the Department of Mobilization, Organizational, Staffing and Personnel Work.
